The Mission 

Denmark-based LM Wind Power is the world’s leading supplier of blades to the wind energy industry.

The Challenge

A GE Renewable Energy Company, LM Wind Power sought to create a North American research and development hub to test new techniques for designing and building longer, lighter, more affordable blades – keys to the continued growth of the U.S. wind power industry. The ideal location would need transportation infrastructure capable of accommodating the movement of massive industrial components into and out of the facility, and a workforce development program capable of training and sustaining a pipeline of specialized manufacturing workers.

The Opportunity

 Louisiana offered the company a competitive incentive package that included:

Recruitment and training support from Louisiana’s workforce development program, LED FastStart, which is nationally recognized for its cutting-edge customized training techniques.

Up to a 6 percent rebate on annual payroll expenses for up to 10 years, and a 1.5 percent project facility expense rebate for qualifying expenses, through the state’s Quality Jobs program.

A strong network of local universities and community colleges willing to partner with private-sector businesses to develop curricula that ensure a qualified pool of local applicants will be available to meet the project’s particular workforce needs.
