Brenda Guess is responsible for guiding LED’s programs that grow Louisiana’s small business sector, including administration of Louisiana’s State Small Business Credit Initiative (SSBCI).

Chief Engagement Officer

Rachel Shields is responsible for leveraging and enhancing LED’s relationships with the corporate and private sector to ensure Louisiana businesses are better served by the state.

Paige Carter

Chief Business Development Officer

Paige Carter is responsible for leading and expanding LED’s business development, expansion and retention activities to drive economic growth and prosperity across Louisiana.

Chief Innovation Officer

Josh Fleig is responsible for fostering innovation and entrepreneurship across the state, while assisting small businesses with access to award-winning programs and services designed to accelerate growth and elevate Louisiana’s standing as a hub for innovation and high-value jobs.

Chief Economic Competitiveness Officer

Ileana Ledet is responsible for leading LED’s efforts to enhance the state’s economic competitiveness and to ensure sustainable growth for generations to come. 

Mark Lorando

Chief Communications Officer

Mark Lorando is responsible for developing and executing a strategic communications and marketing plan that tells the story of Louisiana’s unique advantages for business investment to key stakeholders in-state, across the country and around the world.

Chelsea Harris Dufrene

Executive Director of LED FastStart

Chelsea Harris Dufrene is responsible for leading LED FastStart, the state’s workforce development solution for companies relocating and expanding in Louisiana.

Chris Stelly

Executive Director, Louisiana Entertainment and Director, Legislative Affairs

Chris Stelly is responsible for leading the effort to grow the state’s film, music and live performance industries, while simultaneously serving as LED’s official liaison with members of the Louisiana Legislature and other state agencies.

Robin Porter

Executive Counsel

Robin Porter is responsible for providing legal counsel and guidance to agency leaders on legislation, programs, rules and contracts, and direct staff and outside counsel in the management of litigation in which LED is involved.
