CALCASIEU PARISH, La. – Direct air capture (DAC) technology developer Climeworks announced its plans to build a facility in southwest Louisiana as part of the Project Cypress DAC Hub. The company will mobilize an additional $50 million in private investment to match the initial $50 million in funding from the U.S. Department of Energy to create one of the world’s largest DAC hubs.
The company is expected to create 140 direct new jobs with an average annual salary of $123,000. Climeworks also estimates that the project will support 800 construction jobs. Louisiana Economic Development estimates that the project will result in 329 indirect new jobs, for a total of 469 new jobs in the Southwest Region.
“Louisiana has the keys to drive global growth, innovation and excellence in the energy sector now and for generations to come,” LED Secretary Susan B. Bourgeois said. “We are excited about the unique opportunity this project represents for the workers of southwest Louisiana, and look forward to working with Climeworks and our partners to make their vision a reality.”
The new facility, known as Project Cypress Southwest, is a joint effort between Climeworks and independent nonprofit science organization <a href="https://www.battelle.org/">Battelle</a>. It would be built on private land next to the Port of Vinton.
“Louisiana is of particular interest to us for several reasons,” Climeworks Chief Project Development Officer Daniel Nathan said. “The porous geology of the subsurface – which has been well-studied by the U.S. Geological Survey – provides extensive capacity for safe and permanent carbon dioxide storage. In addition, the state’s long history in manufacturing and industrial processes has made for a workforce ideal for supporting the needs of a Direct Air Capture hub – jobs that will be additive to the companies with a longstanding presence in the area.”
DAC technology extracts CO2 directly from the atmosphere at any location, differing from carbon capture which is generally carried out at the point of emissions. Climeworks is working to secure a service provider to transport and store the captured CO2 safely underground at a carbon sequestration site to be determined at a later date.
Climeworks expects to make a final investment decision and begin construction in Q3 of 2026. Production at the new DAC facility is anticipated to begin by the end of 2027.

Climeworks Proposes $50 Million Investment to Expand Louisiana’s Direct Air Capture Hub into Southwest Louisiana

COVINGTON, La. – Laborde Products, a marine engine and equipment distribution company, announced it is investing $5.85 million to establish a new operations center and warehouse at its headquarters in St. Tammany Parish. The expansion will create dedicated research and development space as the company aims to broaden its range of products.
The company expects to create five direct new jobs with an average annual salary of $65,000, while retaining 40 current positions. Louisiana Economic Development estimates the project will result in eight indirect new jobs, for a total of 13 potential new jobs in the Southeast Region. The company estimates the project will support 90 construction jobs at peak construction.
“Growth and innovation aren’t exclusive to the tech and healthcare industries, they are happening in every sector across every region of our state,” Secretary Susan B. Bourgeois said. “Laborde Products’ investment in research and development exemplifies the commitment of homegrown Louisiana companies to driving their industries, and the sectors they support, forward. Founded in 1998 as a small engine distributor, Laborde Products now supplies and services equipment from industry leaders such as Mitsubishi, Scania and Steyr Motors to inland and offshore customers in the maritime, energy and defense sectors across the Gulf Coast.

The project will add 25,000 square feet to Laborde Products’ headquarters located at 74257 LA-25 in Covington. Construction is expected to begin in the coming months and be completed by the end of next year with operations starting in early 2026.
To win the project in Covington, LED offered Laborde Products a competitive incentives package that includes a $200,000 reimbursable grant from the Economic Development Award Program for infrastructure and equipment, subject to approval by the Louisiana Economic Development Corporation board.The company is also expected to participate in the state’s <a href="https://www.opportunitylouisiana.gov/incentive/quality-jobs">Quality Jobs</a> program.

HAMMOND, La. – Graham Packaging, a global leader in the design and manufacturing of innovative and sustainable packaging solutions, announced it is investing $35 million to expand and modernize its production facility in Tangipahoa Parish. The expansion will allow the company to acquire advanced equipment and upskill its existing workforce.
The company is expected to retain more than 100 current positions at its Hammond facility.

GREENSBURG, La. – Southland Steel Fabricators Inc. announced it is investing $25 million to add 100,000 square feet of production space and acquire cutting-edge welding technology at its original facility in St. Helena Parish. The expansion will increase robotic welding capacity by 50 percent and double material processing capabilities as industrial mega-projects create surging demand for fabricated steel in Louisiana.
The company expects to create 80 direct new jobs over the next three years with an average annual salary of $60,000 while retaining 340 current positions. Louisiana Economic Development estimates the project will result in 117 indirect new jobs for a total of 197 potential new jobs in the Capital Region.
“Southland’s second expansion project announcement this year says a lot about this company’s commitment to our state, and about what ways manufacturing projects ripple through our economy,” LED Secretary Susan B. Southland Steel has been family owned and operated in Louisiana for more than 35 years. The company has experienced rapid growth in recent years leading it to open a second fabrication facility in Amite <a href="https://www.opportunitylouisiana.gov/news/southland-steel-to-expand-with-18-million-capital-investment-in-amite">in 2020</a>. In July, the company’s subsidiary, Southland Industrial Coatings, announced it is establishing a <a href="https://www.opportunitylouisiana.gov/news/new-southland-industrial-coatings-manufacturing-facility-in-acadiana-to-create-nearly-300-new-jobs">new fireproofing facility</a> in St. Landry Parish.

Southland Steel Fabricators Invests $25 Million for Advanced Technology and Expansion at St. Helena Parish Facility

BATON ROUGE, La. – Louisiana Economic Development Secretary Susan B. Bourgeois recognized eight manufacturers that have demonstrated business excellence, innovation and community service during the 45th Annual Lantern Awards reception at the Capitol Park Museum Thursday (Oct. 3).
LED established the Lantern Awards in 1979 to recognize manufacturers from each of Louisiana’s eight economic regions whose economic impact and commitment to public service ensure a brighter future for their employees, their communities and the state.

BATON ROUGE, La. – Fabricated Steel Products, Inc. announced an expansion of its East Baton Rouge Parish facility that will add state-of-the-art technology, enhance overall productivity and efficiency and create new jobs. The $3.2 million investment will include a state-of-the-art robotic assembly and welding line that is expected to increase the company’s production of structural steel by 50 percent.

FSP was founded in 1986 with one shop in Baton Rouge to support Louisiana’s petrochemical industry. The company has since added multiple locations to provide high-quality structural and miscellaneous steel fabrication, steel detailing and engineered connection design solutions for customers across the Gulf Coast in a wide range of sectors including oil and gas, food processing, automotive and defense.
“This project underscores our commitment to leveraging the latest technology to create new jobs for our community while supporting our mission to set new benchmarks for efficiency in the steel fabrication industry,” FSP President Blake Tabor said.
The expansion will add 5,600 square feet of advanced fabrication space at FSP’s facility at 2487 N. Flannery Rd. in Baton Rouge. Construction is expected to begin next month and conclude in April 2025. The company estimates 10 construction jobs will be created at peak construction.

The company expects to create 15 direct new jobs with an average annual salary of $70,000 while retaining 572 current positions. Louisiana Economic Development estimates the project will result in the creation of 35 indirect new jobs for a total of 50 potential new jobs in the Central Region.

Since 1969, the Alexandria manufacturing facility has produced fabric care products for P&amp;G brands, including the nation’s top laundry detergent brand, Tide. The site was one of the first to start producing Tide Pods in 2012.
“P&amp;G proudly continues to invest in our Alexandria community by expanding our manufacturing capability, allowing us to serve and delight consumers with market-leading products made right here in Louisiana,” P&amp;G Alexandria plant Manager Tarek Habib said. “Our partnership with local, parish and state government has been critical to our sustained growth in the community for over a half-century.”
Construction on the project is expected to take place over the next two years.

RESERVE, La. – Woodland Biofuels, Inc., announced a planned $1.35 billion investment at the Port of South Louisiana to establish one of the world’s largest renewable biofuels production facilities. The Toronto-based company would utilize waste biomass to produce sustainable biofuel used in transportation, heating and electricity generation.
If the project moves forward as outlined, the company expects to create 110 direct new jobs with an average annual salary of more than $90,000. Louisiana Economic Development estimates that the project would result in 259 indirect new jobs for a total of 369 potential new jobs in the Southeast Region. Woodlands Biofuels estimates that the project would create approximately 500 construction jobs.
“With a multigenerational skilled workforce and abundant natural resources, there is no place in the world better positioned to help energy companies grow and thrive,” LED Secretary Susan B. Bourgeois said. “Woodland Biofuels’ project would bring high-paying jobs to the great people of St. John the Baptist Parish for years to come. The state looks forward to working with the company to bring this project to completion.”
The new facility, to be located at the Globalplex multimodal facility at the Port of South Louisiana, would include the largest renewable natural gas production plant in the world, according to the company. It expects to permanently remove hundreds of thousands of tons of carbon dioxide from the atmosphere annually and store it safely underground at a carbon sequestration site to be determined at a later date.
“Woodland is thrilled to announce that we plan to build, right here at the Port of South Louisiana, the world’s largest carbon-negative RNG facility,” Woodland Biofuels CEO Greg Nuttall said. “Our sustainable biofuel plant will be an economic driver for St. John Parish and beyond. We look forward to establishing deep ties with the local community, and drawing on the existing world-class workforce and utilizing Louisiana’s exceptional infrastructure to execute on our project.”
A front-end engineering design (FEED) study for the site is anticipated to be finalized by the second quarter of 2025, with a final investment decision expected by the end of next year. Commercial operations for the first phase of the project – the renewable natural gas production plant – are projected to start in 2028.

The company is expected to create 40 direct new jobs over the next 10 years with an average annual salary of $60,000, while retaining 41 jobs in Orleans Parish. Louisiana Economic Development estimates the project will result in 94 indirect new jobs, for a total of 134 potential new jobs in the Southeast Region.

MONROE, La. – Mid South Extrusion, a flexible film and bag manufacturer, announced it is investing $17 million at its facility in Ouachita Parish to install two new state-of-the-art blown film extrusion lines to support growing demand from customers.
The company expects to create 21 direct new jobs while retaining 189 current positions in the state. Louisiana Economic Development estimates the project will result in 45 indirect new jobs, for a total of 66 potential new jobs in the Northeast Region.
“Mid South Extrusion has driven economic activity and created opportunity in northeast Louisiana for nearly 40 years, and we are proud that they continue to grow in Louisiana,” LED Secretary Susan B. The additional lines will allow the company to increase production of polyethylene film, the thin, lightweight plastic sheeting that is used to seal and protect a wide variety of packaged industrial and consumer products. MSE serves customers in a wide array of sectors, including agriculture, consumer products, food and beverage, e-commerce and industrial applications.

Installation on the two new lines is underway and they are expected to be commissioned by August 2025.

BATON ROUGE, La. – Governor Jeff Landry has announced the appointments for the newly established Louisiana Economic Development Partnership (LEDP), a private sector advisory board charged with developing a strategic plan and advising on policies, programs and initiatives that promote economic growth in the state.
The 11-member board was established by <a href="https://www.opportunitylouisiana.gov/news/gov-landry-signs-bill-transforming-the-states-approach-to-economic-development-and-positioning-louisiana-to-win">Act 590</a>, the “Positioning Louisiana to Win” bill, in the 2024 legislative session. LEDP comprises nine members appointed by the Governor – one from each of the state’s eight economic regions and one at-large – and one appointment each by the President of the Senate and Speaker of the House of Representatives.
